Brasilia, Brazil – Perla Baltazar, Senior Technical Officer from the Department of Agriculture – Climate Resilient Agriculture Office (DA-CRAO) represented the country at the 6th Global Climate-Smart Agriculture Conference in Brasília, Brazil, from November 5-7, 2025. This event precedes the 30th Conference of the Parties (COP30) to the UNFCCC in Belém.
As part of the program, Ms. Baltazar served as a panelist in the ‘Innovation in Dialogue’ session, sharing the Philippines’ experiences in building climate-resilient agriculture. She represented the country as a policymaker alongside representatives from Thailand and Malawi. The event was co-hosted by Clim-Eat, the Brazilian Ministry of Agriculture and Livestock, the Dutch Ministry of Agriculture, Fisheries, Food Security and Nature, and the University of Brasília. The conference was organized to reflect on 15 years of climate-smart agriculture and to chart a forward-looking agenda for transformation. With Brazil hosting COP30, the event provided the platform to align agricultural priorities, forge international partnerships, and showcase global innovations.
A key takeaway from the conference, highlighted by Ms. Baltazar, is the urgent need for equitable partnerships and addressing power imbalances in agricultural transformation. The discussions emphasized the importance of including farmers and local communities in decision-making processes. Furthermore, the dialogue stressed that trust and mutual objectives are essential in these partnerships to drive effective climate action, recognizing that transformation requires ongoing collaboration and learning from both successes and failures.##
